1. Create a new document, fill the background as any darker color, and select the eliptical marquee tool.

2. Create a new layer and drag a long oval across the screen and fill with white, or whatever color you need. After doing this, deselect by clicking anywhere on your screen. This is what you should have...

3. After this, we are ready to create our swirl. Select the layer which the filled oval is in and go to: Filter > Distort > Shear as shown in this picture, and change your lines to look abstract.


4. You should now have something like this. You can do a lot with these, as demonstrated in the other image below. For optimal use, use with outer glows, and other abstract art techniques.
