First off, you cant pimp a car without lowering it....get the polygon lasso tool and closely follow the bottom edge of the car on the layer with the car image on.
Do this till the bottom of the whole car has been followed and then go round the edge of the top half of the picture.

Still on the same layer now use the move tool and tap down until the top half of the image goes over the wheel to give the impression its lowered, make sure you dont go too low so the shadow of the car is still visible to make sure it looks real.

Now push Ctrl+D to deselcet the selection when you are happy with the height of the car.
Create a new layer, now this is where you do a cheeky google image search for the right image , i searched Flame Decal and got this one. Copy the image, and then Edit -> Paste it into photoshop. Make sure its on a new layer and cut it out using the magic wand tool.

Go Edit -> Transform -> Distort, and play with the handles on the image till it looks like its in perspective with the car. (This bit may take some time if you are a photoshop noob).
 Now on this layer make its syle, Overlay.... (this is just above the layers panel on the right)
 I did exactly the same to the flames down the side of the car using the same method as above! Give it ago!
Now to make the wheels a little more shiny everyone likes shiny wheels on a sexy car. Create a new layer and with the brush tool colour in the rims in white making sure to stay on the rims!

Now make this layer Overlay again....

Now you cant have a car withough tinted windows.....Make a new layer get the polygon lasso tool again and follow the edges of the windows. Then fill the winow areas in black, and apply an overlay. If this comes out too dark, then change the opacity of the layer.
