Rain Effect Tutorial

1 : First off open the image you wish to apply the rain effect too, then create a new layer above the image and go Filter > Render > Clouds



2 : Now go Filter > Noise > Add Noise and insert the following settings, still on the same layer.



3 : Now go Filter > Blur > Motion Blur and apply the following settings varying them to suit your needs



4 : Now on the layer you have been working on change its laye type to "Screen" and change the opacity of the layer to your satisfaction



5 : Here is the final image I got.
